Best program for making hair?

I work mainly in ZBrush for creating my models and have tried the "fibers" for hair. It did not achieve the realistic type results I wanted and still seems to need a bit of work to make it better. So, I was wondering what may be a good software program to look at for creating hair for the head and body? I really don't need a full modeling program, but if it's a must for something then perhaps I would consider it. Please keep in mind that I really have not gotten into Maya or Max.

you can use shave and haircut in maya

Maya has great tool for making hair and fur. Easy techniques too. Can simply paint brush it on.

Houdini right now has the the best hair / fur tools out of the box

I used Yeti fo rMaya and loved it. You can;t buy it in the US anymore, because of some crazy patent agreement between Joe Alter and Peregrine Labs

I use Shave and a haricut, converted into polygons. The result is great in my opinion. I guess you could also use the Maya fur system the same way but I've found it so hard to style if I don't use curves to model it and generate it in the first place, even then it's just a pain.

I've been experimenting more with ZBrush hair and I have to say that the finer settings give very realistic results. I'll post a couple of pix later when I home to my laptop, the iPad won't allow photo uploads. For now I'll say that the hair strand profile settings allow realistically fine hair that doesn't look like it was plucked from a yard brush.
