Dealing with subsides in CG

I am really worried about this subsides thing in CG. I don't really like to move around the world just to work for couple months or 1 year and then again, to travel

Even i have worked freelancer for 6 good years, animation. I would like to give a try and send demo reel to studios across Canada, because that's the only place i want to work and live with family.

I don't mind to go across Canada to work, is lovely country and it is dream to go there, if i go, i don't think i will leave

I mostly want to work in Vancouver or Montreal, even i am not sure about my French, do they accept people who don't speak French at all?

And one more thing, does studio ever offer full time job or they are just based for projects?
