***Solved*** TP face normal alignment issue #2

Basically, the image below shows where I am stuck. I'm trying to align born particles to another particle's shape using the underlying surface normal to the particle. What I'm ultimately trying to do is have them all face perfectly downwards at most(but I'll worry about that later).

What is going on in my image is "technically" not incorrect, but I can't figure out how to have them do that evenly around the sphere.

Below my first image is my reference...Imagine that I took that pom pom in the bottom image and put it on top of a sphere. That is generally what I'm going for.

I hope I'm making even a little sense. I appreciate any help.

So here's a screen capture of my setup. I did a bit of searching. It all came down to the Alignment Operator and the alignment of my instanced Geometry; who's pointing down on the Z-axis. This was what I was trying to figure out.
