- a slight blurring to the whole photo at first
- duplicate layer
- gaussian blur so that its quite blurred (to the duplicated top layer)
- set it to Screen
- play with Opacity
- you can merge them together if you want at this point
- add a Curves adjustment layer
- play with the channels and curves (up the black point to some 80% black)
- add a Color Balance adjustment layer
- play with the Shadows, Midtones and Highlights

Should be pretty easy..

Which step needs explanation?

I'll go one more time:
- Open your photo + do a slight blurring to the whole photo at first (Filters - Gaussian Blur for example) + Maybe a denoise.. (Filter - Noise - Remove Noise)
- Duplicate the layer (Right Click - Duplicate Layer)
- Filter - Gaussian blur so that its quite blurred (Do this to the duplicated top layer)
- Set its Layer Blending Mode to "Screen"
- Play with that layers "Opacity"
- You can merge them together if you want at this point
- Add a "Curves" Adjustment Layer on top of everything
- Play with the channels and curves (Up the black point to some 80% black)
- OR you can add a "Levels" Adjustment Layer and move the Black Point to the right a bit (But then you won't have the individual color controls)
- Add a Color Balance Adjustment Layer on top of everything
- Play with the Shadows, Midtones and Highlights in it until you get the desired colors

There are a lot of ways to do this, in addition to what Dekus suggested.

In Photoshop, make a new copy layer first. Then Ctrl+U to bring up the Hue/Saturation box. Playing with the Hue slider will most likely get the colour effect you want.
Once you have that right, use one of the blur filters (Gaussian blur is probably best) to soften the layer.
Then adjust the opacity of the layer if you need it. You can use the eraser to rub out areas you don't want blurred, such as the girls eyes.

Another quick way that is worth trying is to make a copy layer, go to Image Adjustments>Variations and pick one of the displayed settings. It's a quick fix that can sometimes work. If it does, run the blur filter as described above.
