Very nice work.
The amount of detail you've put into this work, really shows.
I like the mood you've given to the environment

I don't know if anyone else mentioned, but one thing i noticed is that it seems like there's a strong wind and the water pouring from the house's porch is not effected by the storm at all, its pouring 90degrees straight on the ground.
when i look at the flag things on the roof tops, they're horizontal to the ground because of the wind, but not everything else seems to be having hard time due to the strong wind.
That'd be cool if the wind was blowing some of the water from some of the surface areas, like the roof top, rocks etc...

I disagree with your last point about the 'flag thing', they are wind socks and are designed to be blown horizontal with the slightest breezes, they are used at airfields to the show wind direction.

Anyway enough of my pedantic behavior, i find the piece stunning, and would love to know what ideas you are working on over at LucasArts (i assume this is a concept for a new project?!?)

Anyway, great work

Amazing atmosphere!
Reminds me of art for a videogame, an adventure-fantasy type thing where environments are everything, the 'oddworld' games etc.
It's good that it doesn't look like it's trying to be appealing, like some kinda postcard steamy jungle rain or whatever, it looks harsh and miserable and like anyone out in this would have their briefcase over their head and be running to get inside
My nipples get cold just looking at it

My only crit apart from what's already been said about some scale problems, is that there seems to be some uniform diagonal texture over the sky, gives it an overly fake CG (PS'd) look.
