This warm up exercise worked out better than I'd anticipated.

City Lights are all CG generated (procedural), nothing painted.
VRay Environment fog for cloud cover.

Very nice!

I've tried the vray fog once and it takes forever. How long was the render?

Around 20 minutes at a higher resolution (on 16 cores).

Fog can be slow, but there's a lot of control for speeding things up.

Neat image. What did you use to create the procedural lights? Is this a native function of C4D?

I use a plugin with additional procedural noise patterns, called EnhanceC4D. This doesn't offer an out of the box solution for making 'city lights', but there are a great deal of square noise types that definitely help.

I also used a plugin called AoB - Real Curvature shader. This has the opposite affect of a dirt/ao shader, it provides an option to highlight edges of given angles, useful for such thing as worn edges etc . In this case, I used it to give me control over where the individual light effects would end up.

Add to that a bunch of layer masks, a multitude of different noises and the combination of several renders - and you get my experimentally lit scene. It's nothing to write home about, but it was a fun exercise.
