I use Enviroment_blur node for афые glossy reflections but I can not rule out hdr background

Sorry, but I canīt understand the meaning o rule out. I figure out you want to hide it, if not correct me.

When i use environment blur, I usually connect the hdr image to an environment node and leave its settings at default, then i connect the environment to the environment blur and this to a mip_gamma_gain (if you are using photographic exposure) and the gamma gain node to another environment node where you can tune the background image or reflection sliders and transforms

Maybe there is a simpler workflow, but it works for me, you can make a compound of that and reuse it.
