I suppose that Maya has some form of skinwrap as in Max? What is the name for it, and could it be used to "stick" a piece of geometry overgrown with hair to be driven by ncloth piece of geometry? Any tutorial?

Thanks for the offer, but I'm not looking to buy plugin. I'm asking can it be done in this way I just described.

animation-deformer-Wrap ?? Sorry I have not been a max user in ten years
Maybe this is what you want.
You can also just select the verts you want attached and use the appropriate ndynamic constraint.

yes wrap works, or you can just paint hair directly onto the output mesh of the cloth and it will just work :)

Nice... any tutorial?

no but its pretty simple, first do a search here or on google for any ncloth tutorial and learn the basics. then do the same for painting hair... again the basics are simple.
then once you have some ncloth simulated, simply open the hair shelf and paint it on the model... done ;)

then just tweak all parameters till you get what you need...
