Hey so im trying to make a landfill landscape and Im using the scatter modifier in max to spread objects everywhere but my computer is going crazy!
Any ideas on how I could achive this look?

I think that your best bet is to use Multiscatter that works with either mental ray or V-Ray. Bunch of objects scattered over that kind of ground will do the job and it's easy for the memory.

I'm pretty sure most of that is displacement. Scatter yourself a medium-sized square of objects, then render-to-texture maps for displacement, color, etc, from that. Clean up those maps in Photoshop, making them tileable. Build them all into a shader and put that shader onto a rough shape similar to what you want to achieve (i.e. pile, tower, etc).

Trying to use actual models for all that trash will be fairly impractical.
