For example, I want to have the lights on my spacecraft glow but I can't have them done with the 3d program. So how do I put glows on them with photoshop?

Render them out as a seperate image from your 3d program, maybe make the material of the light 100% self illuminating. Bring this seperate image in and paste it on top of the original. Blur this new image and play around with blending modes and maybe duplicating it a few times and voila! you have glow.

Just fill the area that u want glowing with white, use Gaussian Blur with a strenght to your likening, erase the parts (probably the inside of the area) that u dont want to be glowing, duplicate the glow layer, move it down so its underneath the original blur layer and use CTRL+U to add some color to it.
