Can someone tell me the best way to achieve an affect like this in Maya? What I mean is the color effect as well as the reflectivity...
Is there a certain shader I should stick to? Is there an MR feature I should use to help me gt this type of look?

any input appreciated...

pretty sure there have been other threads about bubbles...

what i would do is start with a mia_material with a glass preset so that you get the fresnel effect (more reflective at the edges than in the center.) it doesn't look like the bubble refracts much so you could probably set it to "thin walled."

as for the colors, you'd want some kind of procedural animated swirl with those greens, blues and magentas. 3d brownian noise could probably do the trick, as could the other 3d procedural textures. then connect the outColor of that texture to the mia_material's reflected color.

just layer a lot of colored procedurals on each other and make them animate. it'll probably be a lot of experimentation. also make sure you have an HDRI in the scene to reflect, and something to refract as well.

I don't know if there is a 64 bit maya 2011 version but try to search it ;)

Going along with what Galakgorr said. You can also just try plugging a ramp into the reflection color of your shader with the desired colors to get that iridescent effect. In the ramp attributes you can introduce noise which can also be animated.
