Hello i was just wondering how the best way to do it is really im using this picture as reference

the bases will be easy just a cube with a alpha map
but what about the steps?is it just as simple as cubes?and should they be floating or should the fire escape be one object?
i know its simple i think its just throwing me off beacuse its so simple!

Yeah,should be a simple case of blocking it out with primitives.Just create the stringers( angled stair parts that carry the threads or steps) out of modified cubes. same for the steps. The best way to approach any kind of hard surface modeling is to break each component of the model into basic primitives before you start to model. So the fire escape is pretty much entirely cube type shapes and cylinders.
Then once you have the main form blocked in you can concentrate on adding detailing and irregularities or damage/wear&tear to ground the model in reality.

thats awesome thanks for that like i was pretty sure that was the way to go but it just didnt seem right!

Like musashidan said, blocking out your sections help a lot. I am including a tutorial of a spiral stair well which you can use as a reference for creating that type of hard surface. The tut was created using 3dsMax, but the modeling technique could be applied to any 3d package.
