what does this property do exactly? In the docs, it says it "scales the simulation timestep".
Well, this is a bit uncertain. Is there a bit more scientific explanation on that matter anywhere?

From using the property, I found out it is a nice thing to speed up the simulation and add some turbulence.

Thats what it does "scale the simulation timestep". Its how many times the simulation is done by frame.

I assume "Solver Quality" was the number of calculations per substep, so Simulation Rate Scale is the number of substeps per frame?

I doubt that, because I don't see any serious change in calculation time per frame when increasing SimRateScale.
