I'm trying to figure out if this model is done, do I keep modeling details or do I start texturing? What areas need work?

It's looking nice. Modeling is pretty clean.
I'd add a few more details before texturing. Belly button, and spine(s) come to mind. I think the back is a little too concave, and lacks muscular detail. I know you're goin for a more fat-lined look, but there should still be some more muscle mass back there.

I think that (especially from that last shot) that you just duped and raised the geo to make the shoulders and 2 other heads. You're getting close but he's way to symmetrical. Make it really cool and break up the symmetry. The back muscles will need to be changed around to accomodate the 2 extra heads, just put some time into looking at some anatomy shots of muscular layouts of humans then tweak it to how you think the muscles on your guy should be developed.
The 2 heads needs to be changed in regards to position as well, I don't think they would grow exaclty alike all around. Maybe even resize one of them, I'm sure each guy would almost have his own personality so let that help mould them into something. Is there also going to be enough room between the heads to animate them properly?

I worked on the back and the neck some more, what'cha think. Do the heads need more work?

The elbow doesn't look quite right. It gets really thin, giving it a bit of a 'sausauge link arms' appearance. My elbow is actually the thickest part of my arm. I know on a thicker arm its a bit different, but its still thicker than you have there.

The place where the arm gets thick, after the narrow part is supposed to be the elbow, I'll mess with it and getting it looking a little better.

The back is looking much better. However, I still feel that the heads are too similar. It might be cool if you tried to give each head a different "personality" (i.e. the brain...the idiot...and the meathead...or whatever character types you might want) then model some of that personality into their faces.

its a really nice piece.
the thing that bugs me about the front is it looks like he has no crotch area.
what you could do is add some more fat/skin underneath the belly.
and for the back it would be really cool if he had like 3 spines merging into one larger spine since he has 3 heads.
