Hello I was wondering if it is possible to create non photorealistic animations using modo, so that the look is less 3d and more cel animation style. There are many examples out there of such 3d work, ofcourse. Here is one example of such a rendering style that I would like to achieve in modo:

Vertex Monkey site (a good Modo Web resource) has 3 cel type shaders that are free but are not as good as Maya's built -in toon shaders , in my opinion.

That example you pointed us to was very good but I can't quite see what program did that. The fault of most cell shaders is that when creating stills, they are fine, but when animated the hard toon line on the outside of objects tend to move from frame to frame and gives a flickering effect. I see none of that in your example so I'm suspicious that it might not have even been done with a 3D program. Do you have any more info on that film, how it was created?
