I wanted to know how to make something like that, can anyone help me to figure out?

find urself a good font, render some clouds on a lower layer, mess with the clouds to clear out the grays ... use levels. Then overlay or screen the text layer and u'll get something like that. There are a couple more steps but I don't remember. U can mess w/ it.

Yes i agree... that effect doesn't seem to be a product of a specific stylized font, but rather a normal font ('Impact' or 'Arial Black' could work) and some manual editing; via brushes and/or a few filters to 'roughen' it up.
I would suggest you use a Layer Mask to 'remove' parts of the type (such as when creating cracks, etc). That way, it's "non-destructive" and always readjustable.
And Screen won't be suitable as a blend mode. Not with white as the fill colour. Try Color Dodge and drop the Opacity just a tad. Or use Overlay and duplicate the layer 1, 2 or even 3x to reduce the opacity against the background image.

looks somewhat like a photo that's been tweeked with layer mode on the fonts to me, but then again there are probably number of ways you can achieve that effect. What singularity suggested might be a good way of going about it too.
i think the important things is to use the layer mode to ur advantage.
