very basic question but to add random motion to a group i would write an expression like- cube.rotX = rand(-15,15) but how do i control the frequency so it doesn't calculate on every frame?

use the outalpha of an animated noise texture (though a multiply node for control) and plug into your animating attribute. Or use noise(time);
