there is a typical skeletion...
a transverse scissors kind of type rigging that joints follows hemisphere curve...

when strecting or squashing joints will follow half sphere curve.

I couldnt do.

how can I rig,constraint how to do that ?
any comments ?

Try this file. I used 3 separate ik chains, two of which control the chain you want. The control attribute can be found on the circular curve.
