Hi all new here but and dont know if it can be done but im going to try and rig this face with Blender, hope this is ok and is allowed within the rules of the challenge.

Facial rigs can be done with blender, yes; you can, for example, check out the Mancandy rig (http://freefactory.org/posts/candy-testers-wanted). There's actually two facial setups in there, on armature layers 9 and 10 (the first two layers after the space between the two
groups of buttons); the second one is the original one, while the first one is based off
techniques described in the book Stop Staring.

A common way of doing them is to use bones on the face to drive shape keys; for an introduction to that, see:

But especially look at the mancandy rig, it shows a good example of a working system.
