how to relax (not subdivide) animated deformations such as blend shapes or skin like xsi relax deformers or cmusclesystem relax

hmm could create some softbody effects around the mesh and paint in subtle weights to get wobbling tricep areas and inner thigh motion?

you might want to take a look at the polyAverageVertex node. It does exactly what you are talking about. It is not ideal for all cases, as it is not a paintable deformer (or a true deformer at all, really!). Also, keep in mind that it has no regard for it may cause some volume loss with high iteration values.
