for some reason, let's say, for example, when i'm transforming something, holding the shift button has stopped constraining how I alter something, so I can no longer transform things proportionately. Does anyone know how I get it to work again? I've probably accidentily turned it off somehow...i'm using Photoshop 7...

Sometime you have to tap the shift button twice to get it to constrain. Some tool have a shift hot key, so if you are in the tool and press shift it will perform the tools shift hot key function so if you press it again quickly it should to to the next shift function, which is the contraint helper.
