Is it best to rig or texture a character first? And Why?

Not sure...but I'd say texture first. That way in case you need to remodel parts to work better with your textures it would be easier since you may not be able to do that once the character is bound. Depends I guess.

You'll probably want to texture first, in case any changes are needed in the geometry to help make texturing cleaner. If modifications or additional geometry are needed, it's easier to add stuff to the UVs than to a skinned rig.
