I am working with half of a polygon head. I need to know how to turn on a reflection so the head other half of the head will appear & change to the same when I am modeling with the first half.

Is it something to do with CPS?

if u r using max go to mirror option and put instance

maya -- go to duplicate option box, in scale x make value negative and check instance then duplicate

And with Cinema 4D, select Objects > Modeling > Symmetry. In object manager select the object you need to reflect and drag it on to Symmetry object. Default symmetry object is reflection about YZ axis at X = 0
