Can someone tell how to learn digital painting with photoshop?
I went through many websites and I still don't know what's going on.

Check out this article ( I wrote for the wiki. It's supposed to be a bit of a primer for people who need help with the technical side of painting in Photoshop.

Bottom line: keep it simple. Pick colors by clicking on the large colored square on the toolbox; paint using the Brush tool (hotkey B); change brushes using the Brushes palette. That's all that's really necessary. As you work through painting after painting, you'll begin finding methods that work for you. And you can always ask questions here.
