I was looking at some hardware on and noticed that some OEM software such as Windows XP Pro and Office Pro were actually LESS expensive than academic versions at places like JourneyEd. Is this OEM software disabled in some way?

No, not at all. OEM means origianl equipment manufacturer. It means the software or hardware is bought in bulk with no consumer packaging or manuals, or whatever else. It the same version that Dell or Gateway or whoever would buy to put on the PCs they sell to consumers.
