Overlapping is basically different parts of a character or object moving at different times and overlapping one another. A basic example is a character looking to his side. He'll start moving with his eyes, then his head will start, then his neck, chest and finally hips (depending on how far he's turning)
If you go check out Keith Lango's website he has a pretty cool run through of overlapping animation. As does Richard Williams' book "The Animators Survival Kit" and Preston Blair's animation books as well.
