If you can add $299 more on this project you can solve this and many other problems you could have with particles.
Particle Illusion is great program for doing varius types of fires, smokes, sparkles... With this program only your imagination is a limit

this tutorial at DVgarage (http://www.dvgarage.com/garage/a2d/tut/tutpast/tutpast_view/tutpast_view.php?tutdate=01_09_15&renders=5&projectfiles=no) might help (you may need a log-in to see it).

the tutorial talks about displacement mapping in after effects that may require some workarounds to do just in after effects but is probably a solution for you. as i said you may need a log-in to see it, you can create an account for free and there's tons of other good content on there.
