Have a look at the tutorials that came with your Vue Infinite package. Maybe you have to copy them first to the harddisk. There is under "Animation tutorials" the scene "Open Ocean", which shows this method.

If you have vue infinite you can use the built in Open Ocean procedural function. But if you don't you can use terrains to create the waves. It would be difficult to animate terrain waves however, but for stills it works great. You can also use a program like Terregen to create the terrains, or create hight map files in a paint program and then import the files as images into the terrain editor. If you have any questions just ask!
