Say I have a background colour, which is brown, and I have a full colour photo and I want it to be saturated by the brown colour how would I do that in Photoshop 7?

example here using Photoshop CS and Indesign

Use Blend Modes.
Its hard to tell which one will work being able to see the images.

make a new layer above you pic, fill it with brown color, and start toggling through the blending modes, you could also desaturate the color photo to clear all color.

Probably you'll gain the effect you want by "Colour" Blending Mode.

I colorized my parents black and white wedding photo for Christmas last year after reading this tutorial on the Wacom site (LINK (http://www.wacom.com/tips/tip.cfm?ID=87&category=Photoshop)). Try creating a Hue/Saturation adjustment layer and set it to colorize.

Good Luck!
