Is it normal that when drawing joints , some joint's radius are bigger than others in the viewport?

Using Maya 7.0

Yes, that's a new feature in Maya 7. The joint radius is determined by the joint's length when compared to other joints in your scene. You can mess with this in the attribute editor if you want to change it by hand. It's a nice feature for keeping the short joints (fingers, for example) from being a mess when the long ones are at a readable size.
