Anyone know of a quick/easy way to creat a layer of glass?
The shot is from a characters POV looking outside from it's location inside a glass dome...
a layer (very transparent) that is slightly merky cos of dirt and a slight reflection. is this for moving footage? if so render something out in 3d (reflecting a mock background and add opacity map) or create it in AFX (or photoshop as a single 2d layer) at a bigger res for room to pan / rotate (as the camera does)

You need to render it with a 3d program. You need refraction and some reflections in the glass with fresnel falloff. It won't look quite right unless you do it properly. As an alternative you could try a displacement map in AE to simulate some refraction, goto the www.creativecow.net (http://www.creativecow.net/articles/aftereffects.html) website and look at their AE tutorials they have one with a man dancing on a firey background looking like hollowman. It's called 'Creating an invisble man'. That should give you an idea of the technique and uses of a 2d displacement map.
Hope that helps.
