Can you create a UI in c++ to use the UI in Maya or any other app?
I think I have seen one by Disney, they created a UI for their Rigs in c++ and used it in Maya?
Is there a special build in c++ to create UIs, is it difficult to create a UI in c++?

well if you are using Maya why not stick to MEL and create ui's?

well I want to do this in C++ so I could use the UIs in other apps aswell.
And I think there is a module for C++ to do UIs?

The guys from secret level have a demo and a presentation called "Going native"
It deals with embedding native widgets or UI components (e.g. the internet explorer) into the Maya UI. The drawback of this method is, that your plugin won't be platform independent anymore. So porting it to Linux or MacOS wouldn't be possible without much effort.

I would suggest taking a look at a reference for the Maya C++ API
