The two programs use different brush technology and even if they could be used in Photoshop, Painter's brush technology is much more advanced so most of the brush variants wouldn't work in Photoshop. For instance, Artist's Oils, Digital Watercolor, Watercolor, Liquid Ink, Image Hose, and many more would not work in Photoshop since that brush technology is not available there.
Painter 7, Painter 8, and Painter IX brush variants are .XML files that only work in those Painter versions, and are often not backward compatible within those three Painter version as the brush technology changes with each new version. Earlier version brush variant files were contained in a single brush library file that can only be read in Painter.
