i think paper and pen still work the best =). You can't just pop good art with good software, it requires talent =)

Hmmm, I'm not sure, but a not very talented frend of mine could reproduce a drawing of his with ease to get what you're showing.

He used Illustrator.

If you want to draw only in black and white maybe ink and paper (pencil for sketching, of course) would be the best way to do it, but if you want to do it on the computer programs like Photoshop and Illustrator will do very well.
And How to Draw Manga ( has some really good tutorials of how to draw manga, just go to the Tutorials section. I recommend searching on Google if you want more. :)

Synnth has found a good source there.

You could also search DeviantArt ( for some tutorials, it seems as though every other 15 year old anime-fan out there has written a tutorial on how they work.

Here's a good start:

My favorite thing to draw in is Flash. You can set that as a background layer and create a new layer and trace over it. Any vector based program I would say.

Well, I agree with everybody, draw - paper and ink, paper and pencil, whatever, but exercite off computer techniques to achieve greater results.
Then you go to computer, if you use a Wacom, thats better to draw.

About the best software... well...
Photoshop will work perfectly, but it depends FOR what you need this drawing.

If you plan to use it on the web, or want a 'perfect' not 'pixelized' image that you can grow or shrink without losing NOTHING of its quality, do it on Macromedia Flash, Freehand or Corel Draw, they are vector based software, it means you don't create 'pixel images', you create vector maps, and when you change it's size they will keep perfect edges and quality, manga like the one you showed works perfect in such software, and it corrects your line drawings as long you draw.
More complex images like digital paintings, like Linda Bergkvist images for example, hardly can be done in such software, they may work but it's insane work, and heavy files. So digital painters use Painter and Photoshop almost always.
You can check out on my 2D entry, it's a sketch there now, done in Photoshop only, after I have drawn in paper first as a reference. Only black and white.

Hope it helps out.
