Where I can get pixel & vertex shader editor
like ATI's RenderMonkey and for DirectX 8.1, because my videocard (Radeon 9250) does not support DX9?

DirectX8.1 does NOT have HLSL support (in .FX file). So people who work in such areas (like XBOX) create Vertex Shaders in HLSL and use the compiler to comple the code. DirectX 8.x only supports SetVertexShader(XXXX) and SetPixelShader(XXXXX) functions and does not have a ID3DXEffect interface that is rich enough for FX file.

100% of all editors relies on the ID3DXEffect interface to give all the features. However, they ALSO support assembly shaders. So your best bet is editors like FXComposer (which I think didn't check for the Hardware compatibility on startup). BUT, you MUST install DirectX9 for any editors to work, even though your card doesn't have full support for it.
