Does anyone know how to take a picture and make it look something like this?
Its the 4th picture down on this site:

I'm baffled about how to achieve this -- any help would be appreciated!

You can play with this tutorial to get the effect you're wanting.

Instead of making a rectangular selection, magic wand or color range select a particular color range, like black, then inverse the selection. Make a quick mask and then apply the color halftone filter. The higher the radius, the bigger the circles and farther inside your selections they will go. Now take off the quick mask and delete the selection.

I think you'd get good results if you gaussian blurred the picture a little first as well.

I saw this technique also with nice 3D Chrome Dots, is there a way to do this in photoshop ?

pley with colour halftone or play with a pattern on conversion to bitmap...the second route gives you more scope.

I usually take the selection to channel palette and then blur it. then apply halftone.. As stated above there are number of ways to achieve these
