It appears that Nvidia's Cg lost out to a shading language which hasnt even been implemented yet :surprised

Historically, OpenGL has played a far greater role in the development of hardware accelerated 3D than Direct3D, which has greatly changed shape throughout the last few years. D3D has evolved tremendously while OpenGL, being a more mature interface, has more or less stayed the same. I guess it makes more sense to promote and support the OpenGL shader 'slang', since it builds upon a much more mature, industrially adopted, and above all OPEN standard rather than MS' Direct3D.

Actualy the Wildcat VP ihas full GL2 drivers in beta (e-mail and they will sent them to you). The specs for the OpenGL HLSL were avaiable in 2001 - long before Cg was announced. The gl2 HLSL can do everything Cg can and more.
