What are you aiming for? Where is your light coming from? What is this woman doing? What purpose does she serve? How is she feeling? All of these things can be added into your drawing. If you first build a desire to create her, your ability will come.
You need to first finish at least the form. It looks very jagged and shortened and odd. Make a beautiful form and then fill it in with details.
Do that and report. I will help you again.

I believe more definition would be appropiate. I was thinking that maybe lowering the stocking would accentuate the supple thigh and add a heightened awareness of her ample hip. Next I would make her waist trimmer so that her hip seems more willowy. As to her breasts I noticed you hinted at an outline but instead I think making her dress into a lower swoop and showing just a hint of cleavage would be provative and allow her to seem more female and soft. I think the pose is definately a good pose. Maybe make her hair longer and wavy accentuating her cheekbones, assuming you are finishing her face soon. I would love to see an update. Take care.
