I have a question about modeling cloth. How do you model it so that it fits closely to the character without intersecting the character mesh and have it still look like cloth?

That link talks about simulating cloth not modeling it as you are looking for. I would suggest looking into Dynamic Wrinkles and Drapery ( Burne Hogarth as well as some sculpture books, some of them go over clothing to finish off figures.

i recomend to detach the area of the characters body that resembles to the cloth you need, push it out enough so it doesnt intersect with the body. Cut away trying to give your cuts a flow, forget about edgel loops and quads when modelling wrinkles, i cut as n-sided polys as i need. push out the wrinkles, sometimes you need to make deep parts but try to have your object subdivided so you can see the final result. at the end try to fix the polys to quads(dont strss it, do the ones you can, sometimes n sided polys dont bother the topology)

here is a wip of a character, you can see the cuts are random. hope it helps a little.
