What is happenning to this hair in XSI 4.0? The hair is disappearing as a result of the model rotating. I have applied gravity of 40 and combed along the y axis.

How do I get the hair to fall downwards?

what issue does the stiffness have to do with? I haven't modified that setting

The hair is dragging into the body as a result of the rotation of the model.

Instead of colliding with the surface of the model the hair is dragging on the inside.

How can I set the hair so that it collides with the surface of the model?

You could try making the emitter object also to be an hair-obstacle. Maybe this will avoid intersection.

Sorry, but I was responding to your question about making the hair fall downwards. If it's too stiff, it will fight gravity.

In terms of not colliding with the body, well, like daniel said, you're going to have to assign a collision surface. If possible, use a simpler model for collisions, and ideally a surface that sits just within the mesh so it doesn't interfere with the hair roots.
