I tend to do a lot of metals with procedurals, more than just chrome. Adding bumps, spec maps, diffuse, etc.
However you could paint a color, bump, spec and reflection map for something like this. It'll take some time, just work with tones of greys, and then you can always drop a hue & saturation layer on, if you want to color it.
