Is there a setting that I can turn on so that seams between diff, UV shells of the same geometry can be avoided.
3D paint programs will bleed the texture out slightly to avoid seams does Zbrush do anything like that for normals. Thanks.

A normal map is treated by ZBrush just like any other texture. This means that you can press Tool>Texture>Fix Seams to bleed the texture out around the edges.
