ok. ive seen people do this all the time, but i cant figure it out.
i see people use images to create scratches and bumps but mind always look like crap. what am i doing wrong?

Kind of confused by your question. I downloaded your file and opened it in C4D. It is a B&W bear on a plane. What do you want to do to it? I see that you have loaded the same image in the Bump channel. It is working there but the image is very small - only 100x100 so the results are very pixilated. If you want to add dimension to it, you could try using the image as a displacement map rather than a bump map.
Plane height and width segemented to 100 segments each (You need high segmentation for displacement)
The bear image placed in the Displacement channel with strength set to 100% and height set to 10 cm.
Hope this helps - if not - try explaining what you want a bit more.
