This might come in handy..
It's a free program that generates patterns of caustics ( the bright light patterns you'd see on a river bed or swimmimng pool base.)
You can project them through spotlights as an animated texture, really cuts down on render times compared with "proper" caustics and looks much the same really.
( I assume this is easy enough to do in Maya, I'm an XSI dude myself.)
As for the fish, you could simply animate them along a curved path, get them to deform along the path and it should provide a rough "swimming" movement. ( not physically accurate, looks ok though.)

Even though they aren't Maya-specific you should be able to apply the techniques. If you're still stuck I can only suggest asking in the Maya forum.
