I want to rig IK on the legs of a segmented robot character.

Must I bind a skeleton to the robot's mesh to do so?

The parts of the mesh are currently separate pieces, and not combined. I want to keep the mesh as separate pieces.

parent the parts of the robot to the bones, don't bind it

Since you have seperate pieces no binding is nessisary.

Use your seperate pieces of geometry as reference to draw some bones. Set the IK up on the bones, and then parent each piece of geometry to the bone that you want it to move with. Now the geometry will follow the bones.

You don't have to bind the geometry to the skeleton.
In this case you should parent the geometry to the skeleton. (upperLeg to upperLegJoint etc...)
Or even better is do a point and orient constrain. So when you hide the skeleton, the geometry won't get hide with it.
