Just from the top of my mind, You may use:
Animated displacement and/or bump maps to create the dunes details.
Particle deflectors to create the efect of the sand actually rolling over the dunes. (Butt I'm imaging a particle system like that used to simullate smoke inside blender, not the default particle system because that will never look like sand.
IPOS over the mist settings + plus render noise can simulate a sand-storm approaching, hitting the viewer and them passing by.
All but the first option are somehow advanced tricks, so you'll need to search tutorials on the subjects.
