I have created a spline for the spine of an eight legged creature.
the spline is an ideal control for the style of movement I want the creature to produce. the problem is that the spline is anchored by a handle which cannot be moved this makes my model stationary. is there any way to have this handle move with my model.

Parent the handle to the root node, or any node that is a child of what you want to move.

Ckerr812 has a good idea for how to move the entire curve node, but maybe what you need is a different control.
Spline IK is really geared more for animating a curve. You have to actually modify the curve points to get the whole thing to move.
Since this is a pain in the butt, what you can do is select the curve CV and then in the animation menu create a cluster for it. Now at least you have something that you can select easliy and translate about.
