There are many free scripts for Maya for automated rigging (autoRig, FinalRig, animan, DWRiggingTools, etc). They can be found at www.highend3d.com.
There is also Trax, which is Maya's NLA toolset. You must first assign items to character sets, then you can convert animations into clips, and save, edit, or reuse them on other similar characters. You are able to layer your animations this way too, by creating a clip, then animating on top of that clip. You also can save off poses. Unlike CS, there is no mirror function for poses, or footstep generator, that I know of.
Personally, I think CS has one of the most complete animation toolsets around, but it can be very difficult to get great results, cause editing the animations can be a pain. Trax, in Maya can be buggy at times. And many people don't like using it, but Maya overall is a fantastic package for rigging, and animating. You can download Maya 5 PLE for free and try it out...
