In Photoshop PS, there are a couple of new image interpolation methods in the preferences. Which one is best for what?

well bicubic is the best in PS. Theres also a couple of new flavours. Bicubic soft for up res'ing and Bicubic sharp for down res'ing...these may prove to produce a more favourable image under certain conditions.

As far as fractal algorithms, i've tried and tested them, and they dont seem to offer anything more than you can do with PS already. I guess for the less aquainted they may seem to offer something in a neat little package, but they cant ever do the magic 72dpi -300dpi up res and get back whats never there.
