is there any tool that is kind of like extrude other than smooth shift ? and also extrude inner ?
extrude tool in LW seems to do strange things, doesn't work like in other apps

Smooth shift and bevel do not leave the original geometry behind.
Extrude does leave the original geometry in place.
Also if you Extrude ALONG the direction of the normals the polygons will face inwards. Extrude opposite the direction of the normals and the polys will face out.
Smooth shift not only extrudes but scales along the average direction of the normals.

DI's Super Shift can easily be restricted with MMB and does exactly the same like Extrude Inner in C4D.

There might be other plugins that do it also (?)

yep, like Splinegod says, Extrude leaves the original polygons in place...because the points of an extruded polygon are now connected to five poly's (instead of 4 with bevel) it gives some strange effects when you subpatch them...
